EHFCN Annual Conference 2011 - Krakow, Poland

On 6th October 2011 Herman Havenga, the current Chairman of the HFMU, signed a Memorandum of Understanding, on behalf of all HFMU participants, in Krakow, Poland with the European Health Care Fraud and Corruption Network (EHFCN).


This agreement was co-signed by Paul Vincke, the President of the EHFCN and Ray Collins, the Director of the Health Insurance Counter Fraud Group. Other parties to this agreement are the Canadian Health Care Anti-fraud Association (CHCAA) and the National Health Care Anti-fraud Association (NHCAA).

Crime knows no boundaries and in a globalized world the healthcare industry has witnessed a rapid increase in the movement of people and companies across borders. Healthcare fraud schemes have become exportable and fraud trends are becoming notably similar worldwide. The evolving global healthcare landscape creates a heightened need for international co-operation between organizations and entities involved in the prevention, detection and prosecution of healthcare fraud.

The purpose of this document is as follows:

  • Create an international network of healthcare counter fraud organisations that are engaged in the prevention, detection, investigation and prosecution of healthcare fraud;
  • Raise international awareness about healthcare fraud through strategic partnerships;
  • Gather and share a critical mass of information on the trends, issues, facts and figures of healthcare fraud;
  • Work co-operatively to improve international standards of practice around fraud prevention, detection, investigation and prosecution;
  • Work co-operatively to improve expertise through expert training;
  • Enhance the value added proposition for each member organisation and their constituents.
